			<content:encoded><![CDATA[<p>The University of Southern California and Los Angeles police announced new security measures Thursday following the unsolved killings of two Chinese graduate students near a campus that promotes itself as an international destination.<span id="more-1829"></span></p>
<p>More video cameras, security escorts and dozens of additional police officers will strengthen security on campus and in the surrounding neighborhoods that contain student housing, officials said at a news conference.</p>
<p>“We will make this the safest campus of any urban campus,” Police Chief Charlie Beck said.</p>
<p>Ming Qu, 23, of Jilin, and Ying Wu, 23, of Hunan, were shot on April 11 while sitting in a BMW about a mile away from the campus. Their killer fled in the rain.</p>
<p>No motive for the attack has been released. Investigators have said the attack might have been a robbery or attempted carjacking but other possibilities were being considered.</p>
<p>Beck said investigators were making progress in the case but he declined to provide details.</p>
<p>The shooting sent shockwaves through the school, which has the largest number of international students of any U.S. university. Roughly 19 percent of the school’s 38,000 students are from overseas, including 2,500 from China.</p>
<p>Mayor Antonio Villaraigosa referred to the school’s athletic teams during his visit to China: “There were large numbers of alumni there, reminding me — Go, Trojans!”</p>
<p>The campus is located in an urban center a few miles south of downtown. It is across the street from county museums and not far from the Staples Center arena and a gentrifying area of Victorian homes. Yet it also was known as a crime- and gang-infested area.</p>
<p>Beck said violent crime in the area has declined 27 percent in the past two years and 20 percent so far this year compared to 2011.</p>
<p>“This was an awful singular incident but this is not the trend in the USC area,” he said.</p>
<p>The additional security will include sending over 30 more officers to the department division that handles the USC area, and the university will pay for four additional officers to patrol the student residential neighborhoods, Beck said.</p>

			<content:encoded><![CDATA[<p>Corruption investigators searched the home and offices of the Los Angeles County assessor on Wednesday amid allegations that his department was involved in influence-peddling.<span id="more-1827"></span></p>
<p>Prosecutors are looking at more than 100 properties to see if their assessed values were improperly reduced after assessor John Noguez was elected.</p>
<p>Investigators from the district attorney’s office searched 12 locations, including Noguez’s home and office, and the Phoenix home of a campaign contributor, Ramin Salari, said Jane Robison, a spokeswoman for the district attorney’s office.</p>
<p>She declined to describe what investigators were seeking. No immediate arrests were expected.</p>
<p>Salari is a tax agent who has achieved property tax reductions for millionaire property owners. A message left for Salari at his Phoenix-based company, Assessment Appeals Services Inc., was not immediately returned.</p>
<p>A message left by The Associated Press seeking comment from Noguez wasn’t immediately returned, but he has denied any wrongdoing and specifically told the Los Angeles Times earlier this month that he did not perform any favors for Salari or his clients.</p>
<p>Assessor’s spokesman Louis Reyes said the department was fully cooperating with the investigation.</p>
<p>Last week, former county appraiser Scott Schenter told the Times that he secretly reduced the assessed taxable value on high-priced homes in West Los Angeles by tens of millions of dollars, hoping the homeowners would contribute to Noguez’s 2010 campaign.</p>
<p>Schenter resigned in January 2011 after his supervisor discovered he had reduced the value of 151 properties without authorization.</p>
<p>The Times also reported earlier this month that campaign contributor Jordan Kaplan had saved nearly $200,000 on the tax bill for his mansion because the assessor hasn’t updated its value.</p>
<p>George Renkei, Noguez’s chief of staff, denied to the Times that Kaplan’s contributions played any role in the delay.</p>
<p>The AP could not find a phone number for Schenter on Wednesday. A message seeking comment from Kaplan was left at his office but it was not immediately returned.</p>

And in 1992, when the four Los Angeles Police officers who beat him after a traffic stop were acquitted, it touched off anger that affected an entire generation. Now, 20 years later, this is the face of Rodney King, and this is what has happened to him in the interim.<span id="more-1824"></span></p>
<p>He&#8217;s been a record company executive and a reality TV star among many other things.</p>
<p>To millions of Americans, though, he will always be either a victim of one of the most horrific cases of police brutality ever videotaped or just a hooligan who didn&#8217;t stop when police attempted to pull him over.</p>
<p>He&#8217;s indisputably the black motorist whose beating on a darkened LA street led to one of the worst race riots in American history.</p>
<p>It&#8217;s been an up-and-down ride for King since he went on television at the height of those riots and pleaded in a quavering voice, &#8220;Can we all get along?&#8221;</p>
<p>He&#8217;s been arrested numerous times, mostly for alcohol-related crimes. In a recent interview with The Associated Press he said, &#8220;I still sip, I don&#8217;t get drunk.&#8221;</p>
<p>He has been to a number of rehab programs, he said, including the 2008 appearance on &#8220;Dr. Drew&#8221; Pinsky&#8217;s &#8220;Celebrity Rehab&#8221; program.</p>
<p>Still, he was arrested again just last year for driving under the influence.</p>
<p>It was his fear of being stopped for drunken driving on March 3, 1991, King said, that initially led him to try to evade police who attempted to pull him over for speeding.</p>
<p>After he did stop, four LA police officers hit him more than 50 times with their batons, kicked him and shot him with stun guns. A man who had quietly stepped outside his home to observe the commotion videotaped most of it and turned a copy over to a local TV station.</p>
<p>After a jury with no black members acquitted the officers on April 29, 1992, the city&#8217;s black community exploded in rage. Fifty-five people died, more than 2,000 were injured over three days.</p>

			<content:encoded><![CDATA[<p>Bring on the goalies &#8211; the Kings&#8217; Jonathan Quick and the Blues&#8217; Brian Elliott. They <em>both</em> recorded shutouts in the last regular-season meeting between Los Angeles and St. Louis, on March 22, at Staples Center. The Kings eventually won, 1-0, needing four rounds of a shootout to settle the issue.<span id="more-1821"></span></p>
<p>The Kings and the Blues will meet in the second round of the playoffs, starting in St. Louis, possibly on Friday or Saturday.</p>
<p>But first, though, a word or two about the past before exploring the future.</p>
<p>Quick allowed eight goals in the entire first-round series against the Canucks, recording a 1-0 shutout in Game 3. For some perspective, the Bruins and the Capitals combined for seven goals in Game 6. The Penguins scored 10 goals in Game 4 against the Flyers&#8217; duo of Ilya Bryzgalov and Sergei Bobrovsky.</p>
<p>That, of course, was a wild ride, well outside the norm. You could say the same thing about Quick, at the opposite end of the spectrum. Then again, he has been that way all season.</p>
<p>The highest compliments came from Canucks goalie Cory Schneider, who has been going up against Quick since their East Coast prep-school days.</p>
<p>&#8220;He didn&#8217;t make any mistakes,&#8221; Schneider told the Vancouver Sun after Game 5. &#8220;Usually you make one or two you would like to have back, but it seemed like he didn&#8217;t miss on a single puck the whole series and made us work extremely hard.&#8221;</p>

			<content:encoded><![CDATA[<p>On the morning after their first stumble of the playoffs, the Los Angeles Kings didn’t work on their power play or zone coverage or breakout or faceoffs.<span id="more-1818"></span></p>
<p>They practised their slant patterns, three-point shots, their headers and serves. They reported to their training compound in suburban El Segundo, where the roar from airliners at LAX is heard and the roar from the Pacific is not, and played football, basketball, soccer and table tennis. If they’d actually gone on the ice, the Kings would have completed the modern pentathlon of a National Hockey League team.</p>
<p>“We’ve been having fun here today,” veteran centre Jarret Stoll said Thursday. “We’ve been upbeat, positive and that’s what you’ve got to be. Sometimes you lose a game. Sometimes you lose two in a row. But as long as you come back the next day and do the right things and have the right attitude, you go from there.”</p>
<p>The Kings finally lost a game to the Vancouver Canucks, 3-1 on Wednesday. And if they lose a second in a row Sunday in Vancouver, then the Canucks will be only halfway back from the 0-3 crypt they dug for themselves in the first round of the Stanley Cup playoffs.</p>
<p>It was only one game, although it will be talked to death because the NHL and arena availability set a schedule that has the Kings and Canucks playing once in six days.</p>
<p>Stoll admitted that’s not an ideal timetable for the Kings, who failed on their first chance to eliminate the Canucks and put themselves into the second round for the first time since 2001. The Kings would rather play sooner, lest three days’ worth of questions about the loss and the Canucks’ potential renewal with Daniel Sedin back in the lineup and Cory Schneider in goal actually plants some doubt in the minds of Los Angeles players.</p>
<p>The pressure in this series — if that is the fear of losing — is still all on the Canucks, who had two chances to win one game for the Stanley Cup last June and are among the favourites again this year after winning the Presidents’ Trophy.</p>
<p>The Kings shouldn’t feel any real anxiety and apprehension unless Vancouver also wins Game 5. Then suddenly a Los Angeles franchise with a history of playoff failure is back home in front of their expectant fans, knowing a seemingly insurmountable three-love lead is nearly gone and that Game 6 may as well be Game 7.</p>
<p>But the idea that the Kings might crumble because they haven’t won in the playoffs and just saw a 3-0 lead become 3-1 isn’t very plausible when you examine the Los Angeles roster.</p>

			<content:encoded><![CDATA[<p>The Los Angeles Police Protective League filed suit Wednesday against the city and its Police Department over a controversial policy that will limit cases in which police officers impound vehicles of drivers operating without a license.<span id="more-1800"></span></p>
<p>The new procedures put Los Angeles police officers in conflict with state laws governing 30-day impounds and could expose them to civil liability, according to the suit filed in Los Angeles Superior Court. The union, which represents more than 9,900 sworn LAPD employees, is asking a judge to determine the validity of the procedures and impose an injunction to stop them from being applied.</p>
<p>The policy was approved by the Los Angeles Police Commission in February, and Special Order 7, outlining the procedures, was issued last week. The policy is set to go into effect Sunday.</p>
<p>Police Chief Charlie Beck had advocated for the change, arguing that 30-day impounds place an unfair burden on illegal immigrants who cannot get a driver&#8217;s license in California.</p>
<p>Under the policy, unlicensed drivers stopped for minor traffic infractions who have auto insurance, valid identification and no previous citations for unlicensed driving would have their cars impounded but would not face a 30-day hold. The fees for such holds can add up to more than $1,000.</p>
<p><a id="more" name="more"></a></p>
<p>Officers could also forgo impounding if a licensed driver were immediately available and had the permission of the registered owner to drive the vehicle away.</p>
<p>State law mandates the 30-day impounds for vehicles driven by unlicensed drivers, putting the new procedure in conflict with the vehicle code, according to the plaintiffs.</p>
<p>“Our lawsuit is based on our duty to fairly represent and protect the working conditions of LAPD officers,” Tyler Izen, president of the officers union, said in a statement.</p>
<p>“As sworn officers of the City of Los Angeles and peace officers of the State of California, they are required to enforce all applicable state traffic laws, irrespective of a traffic violator’s immigration status. Equally important is the duty of police officers to obey all administrative legal policies approved by the Police Commission and implemented by the Chief of Police.”</p>

			<content:encoded><![CDATA[<p>Former New York Mets outfielder Lenny Dykstra has been sentenced to nine months in jail after pleading no contest to charges he exposed himself to women he met on Craigslist and assaulted one.<span id="more-1798"></span></p>
<p>Dykstra entered his plea Wednesday in a Los Angeles courtroom to one count each of assault with a deadly weapon and lewd conduct. He also received three years’ probation.</p>
<p>Prosecutors say Dykstra exposed himself to several women who responded to ads for personal assistants and housekeepers. During one incident, prosecutors say, Dykstra held a knife and forced the woman to give him a massage.</p>
<p>In March, Dykstra was sentenced to three years in prison after pleading no contest to grand theft auto and providing a false financial statement. He is currently awaiting trial on federal bankruptcy charges.</p>
